This single tile was given out at Dice Tower Cruise 3. The art features the Independence of the Seas cruise ship.
"Keep this Cruise tile aside at the start of the game. The first player to score 12 or more points on any building, places the Cruise tile as a free action, connected to at least one tile by road. Tiles may not be played on the water sides."
